Flow Meter Verification

Canterbury — ECan Compliant & Blue Tick Accredited

Why the need to Verify a water take flow meter?

Flow meter verification isn't optional in Canterbury — it's a consent condition. Whether you're an irrigation farmer managing water takes under an ECan resource consent, a council engineer maintaining municipal network accuracy along with resource consent, or an industrial operator with trade waste discharge and water resource consent obligations, your flow meter must be verified to within ±5% accuracy on a regular schedule. Get it wrong and you risk non-compliance, consent issues, and inaccurate data you can't stand behind.

NZ Flow Group are Canterbury's flow meter verification specialists. We're Blue Tick accredited by Irrigation NZ, our equipment is IANZ-calibrated annually, and we issue full verification certificates accepted by ECan, Christchurch City Council, and other Canterbury territorial authorities. We handle the compliance paperwork so you don't have to.

Why flow meter verification matters in Canterbury

Under the Resource Management (Measurement and Reporting of Water Takes) Regulations 2010, ground and surface water users in New Zealand are required to accurately measure, record, and report their water takes. In Canterbury, ECan enforces this through resource consent conditions — and flow meter accuracy is central to those conditions.

Your consent requires your meter to operate within a tolerance of ±5% when compared to a verification flow meter. If your meter has drifted outside that tolerance — which can happen gradually over time, your recorded data may be inaccurate, your reporting may be non-compliant, and your consent could be at risk.

Regular verification keeps you on the right side of your consent, gives you confidence in your data, and demonstrates to ECan and your council that you're taking your water management obligations seriously.

5-yearly verification requirements

How we carry out irrigation verifications

ECan specifies that an Ultrasonic Clamp-On type flow meter must be used to complete flow meter verifications within the Canterbury region. NZ Flow Group uses the Flexim Fluxus F601 portable ultrasonic meter — a leading instrument for this application — which is sent away for IANZ-accredited calibration every year.

This means when we verify your meter, we're comparing it against a calibrated instrument under known conditions, not just making an estimate. Our process:

  1. Attend site with calibrated Flexim Fluxus F601

  2. Complete ultrasonic clamp-on verification test

  3. Compare results against your installed meter

  4. Record pass or fail to ±5% tolerance

  5. Issue verification certificate with full documentation

  6. Submit records to council where required

All results are documented and certificates are issued on completion. For irrigation consent holders, we can supply the documentation directly to ECan as part of your compliance record.

For irrigation consent holders in Canterbury, verification schedules are set out under the Resource Management (Measurement and Reporting of Water Takes) Regulations 2010 and enforced through ECan consent conditions:

  • Electromagnetic (mag) and ultrasonic flow meters — verified every five years

  • Mechanical flow meters — verified every two years

  • New meters and telemetry — verified and documents supplied to ECan within six months of installation

Keeping on top of these schedules is your responsibility as a consent holder. NZ Flow Group can track your verification due dates and contact you when you're coming up for verification — so nothing slips through.

Municipal water meter verification

Physical (on-site) verification

Electronic verification

For electromagnetic (mag) flow meters, we also offer electronic verification — a specialist service that uses brand-specific test equipment to check the health of the installed meter without requiring flow conditions.

A series of electronic tests are carried out and compared against the meter's original factory test results. The outcome is either a pass or a fail, and an Electronic Verification Certificate is issued on completion. In most cases, electronic verification certificates are accepted as proof of compliance by local, district, and regional councils in New Zealand.*

Electronic verification is particularly useful where:

  • Access to flow conditions is difficult or the process cannot be interrupted

  • A quick health check is needed between scheduled physical verifications

  • You need to confirm a meter is performing correctly following a fault or repair

*Not used for irrigation meter verification. Municipal meters and industrial meters only unless pre approved by the governing authority.

For councils and water utilities, we carry out on-site verification of installed flow meters across water supply, reticulation, and wastewater networks. Using the same IANZ-calibrated Ultarsonic Flexim Fluxus F601 clamp-on equipment, we verify your meters in place — no need to remove meters from service or interrupt supply.

Results are documented and verification certificates are issued, accepted by local, district, and regional councils across Canterbury as proof of meter accuracy.

Industrial flow meter verification

5-yearly water meter compliance verification

Annual trade waste flow meter verification

If your business discharges trade waste to the council wastewater network, your trade waste consent almost certainly requires your discharge flow meter to be verified annually — not every five years. This is a separate and more frequent obligation that many businesses overlook until they receive a notice from their council.

NZ Flow Group provides annual trade waste flow meter verification for Canterbury businesses, including those discharging to Christchurch City Council's wastewater network. We:

  • Carry out the verification using IANZ-calibrated equipment

  • Issue a verification certificate accepted by Christchurch City Council and other Canterbury territorial authorities

  • Provide documentation for your trade waste consent records

  • Track your annual verification schedule so you don't miss a due date

If you're not sure whether your trade waste consent requires annual meter verification, contact us — we'll help you work out what your obligations are.

Industrial operators taking water or discharging to water are subject to the same RMA measurement and reporting obligations as irrigation and municipal users. We carry out industrial flow meter verification using our IANZ-calibrated Flexim Fluxus F601 equipment, issuing certificates for your compliance records.

Whether you're operating a food processing plant, a manufacturing facility, or any other industrial site with a water metering obligation, we'll verify your meters to the required ±5% tolerance and provide full documentation.

Frequently asked questions

How often do I need to verify my flow meter in Canterbury?

It depends on your meter type and your consent conditions. As a general guide: electromagnetic (mag) and ultrasonic irrigation meters must be verified every five years; mechanical meters every two years; and new meters within six months of installation. Municipal mag meters are every five years, ultrasonic every three years. Trade waste discharge meters are typically required to be verified annually. Contact us if you're unsure what your specific obligations are.

What method does ECan require for flow meter verification?

ECan specifies that an Ultrasonic Clamp-On type flow meter must be used to complete flow meter verifications in the Canterbury region. NZ Flow Group uses the Flexim Fluxus F601, which is IANZ-calibrated annually to meet this requirement.

What is an electronic verification for a mag flow meter?

An electronic verification uses brand-specific test equipment to check the health of an installed electromagnetic (mag) flow meter. A series of electronic tests are run and compared against the meter's original factory test results, producing a pass or fail outcome and an Electronic Verification Certificate. In most cases this is accepted by NZ councils as proof of compliance for municipal meters but not generally for irrigation meters.

How long does a flow meter verification take?

Most on-site verifications take less than an hour depending on site conditions, access, and meter size. Electronic verifications can be faster. We'll give you a time estimate when you book.

What accreditation does NZ Flow Group hold for flow meter verification?

We are Blue Tick accredited by Irrigation NZ, covering flow meter verification, installation, and data hosting. Our Flexim Fluxus F601 verification equipment is IANZ-calibrated annually against an accredited flow rig.

Do you provide verification certificates accepted by ECan and Canterbury councils?

Yes. We issue full verification certificates on completion of every job. These are accepted by ECan and by local and district councils across Canterbury, including Christchurch City Council, as proof of meter compliance for resource consent and trade waste consent compliance purposes.

What is the difference between irrigation verification and trade waste verification?

Irrigation verification is carried out every five years (meter type dependant) under the Resource Management (Measurement and Reporting of Water Takes) Regulations 2010. Trade waste verification is required annually by most Canterbury territorial authorities for businesses discharging to the council wastewater network under a trade waste consent. Both require IANZ-calibrated equipment and produce a compliance certificate.
